A bipartisan letter from Senators Chuck Grassley (R) and Dick Durbin (D) criticized the inclusion of the Blockchain Regulatory Certainty Act in broader market structure legislation.
The BRCA provision—which offers exemptions for DeFi developers who don't custody user funds—has become a lightning rod for controversy. Neither political party appears willing to deliver legislation that fully favors cryptocurrency interests.
